When FOONET, Creative Internet Techniques, CIT or whatever they called themselves closed down due to problems with the authorities, I had to help out and look for a new provider for the company I was employed with at that time. As a system administrator, I can tell you FOONET was legendary when it came to stopping DoS attacks and other filtering issues. It was a real shame when they were forced to close shop and the FBI took all our hardware when they raided the datacenter. Formerly known as RackShack and a host that tolerates IRC related activities on its dedicated servers as long it isn’t connected to other IRC networks. However, they have been known to throw people off its network who attract too many attacks.
RackSpace - http://www.rackspace.com
They do allow IRC activities as long as you do not violate any of its terms of service and acceptable usage policies. They are costly but you definitely get what you pay for with this host.
Staminus Communications - http://www.staminus.net
Another provider that is well known to offer services that allows IRC servers and bots. However, you do pay a premium for it.
Black Lotus Communications - http://www.blacklotus.com
Offers IRC hosting through the facilities owned by Limelight Networks with fairly competitive prices. They can manage DDoS attacks pretty well.
